Why do guys just look deep into a girls eyes?

im in highschool and this guy in my cl sits near me. he will call my name and then so i will look at him to see what he wants. so i just look at him and he says nothing..he just keeps staring into my eyes and at my face. so we just hold eyecontact and i feel really awkward then he finally says..."how are you?" and holds a conversation. but i dont get why he holds the eyecontact so long. ummmm and a couple times he has grabbed my arm to get my attention even though i sit right next to him. does he like me or whats the problem here?
