Is it legal for an apartment landlord to charge for unmetered water, for sewage and trash disposal in Calif.?

we are being charged for water based upon how many people live in the apartment but there are no meters for each individual apartment only the building and the water they use for the lawn and shrubs comes from our building. what can they charge for trash and why sewage? California renter.
