Why wont hospitol help my mom? uninsured(california)?

hi, my mom is 52 years old and a stay home mom, but she recently had pain near her and she was in a lot of pain at night, so my brother rushed her to the hospitol, they did some tests, and then gave her a perscription, and then got a bill for about $7,000 dollars 2 weeks later, and then she got sick with all the pain again and my brother took her again, but that resulted in another $8,000 in tests. Now they said they found out she has a tumor(not cancerous) pushing on a part in her lower half near the ovaries, and that it is causing the pain, and must be removed, but the surgey costs about $14-15,000. My mom cannot afford the surgery since she doesnt have insurance, and they wont do the surgery without insurance, and they know she can no longer take the pain. We cannot get a insurance to cover her now, what can we do, we love our mother, but the recession has made our bank accounts low. All we have is $800.
